How do I issue a prescription for a patient from another EU country?

Your patient is not insured in Germany, but in another EU Member State. There are some points which you need to bear in mind if you prescribe medicinal products or medicinal devices for this person.

If you issue a prescription to your patient, you should clarify with him/her in advance whether he/she intends to procure the medicinal product or medicinal device in Germany or in another Member State. Should the patient tell you that he/she intends to present the prescription in another Member State, the prescription must contain specific information.

  • Name(s) of the patient
  • Forename(s) (written out, i.e. not only initials)
  • Date of birth
  • Date issued
  • Name(s) of the prescribing doctor or dentist
  • Forename(s) (written out)
  • Professional qualification
  • Direct contact information (e-mail and telephone or fax number, in each case with the international dialling code)
  • Office address (including the name of the Member State in question)
  • Signature (handwritten or digital, depending on the medium on which the prescription is issued)

Identity of the medicinal product prescribed where necessary

  • The “common name” of the medicinal product in accordance with European directives (2001/83/EC) (International Non-proprietary Name). The brand name is only used in exceptional cases.
  • Form of administration (tablet, solution, etc.)
  • Amount
  • Strength
  • Dosage
  • Name(s) of the patient
  • Forename(s) (written out)
  • Date of birth
  • Date issued
  • Name(s) of the prescribing doctor or dentist
  • Forename(s) (written out)
  • Professional qualification
  • Direct contact information (e-mail and telephone or fax number, in each case with the international dialling code)
  • Office address (including the name of the Member State in question)
  • Signature (handwritten or digital, depending on the medium on which the prescription is issued)

Identity of the medicinal device prescribed, where necessary

  • “Common name” of the medicinal device

Unlike with prescriptions issued in Germany, you must state the dosage when prescribing medicinal products and medicinal devices which are intended from the outset to be dispensed in another Member State. Your e-mail address must also be stated on the prescription.

Because of various difficulties relating to implementation in practice, it is nonetheless recommended for your patient to present the prescriptions issued in Germany wherever possible. Such difficulties in implementation may for instance include:

  • The medicinal product or medicinal device which you have prescribed is not available in your patient’s home country in this form or is unknown under the name given in the prescription.
  • The pharmacist or other healthcare provider in your patient’s home country understands the prescription wrongly or not at all.

Please make sure that you do not prescribe the package size designation when it comes to the quantity of the medicinal product to be stated. This standard size is unknown in other Member States. A doctor or dentist or pharmacist in another Member State cannot comprehend this quantity information, so that the prescription must state the precise quantity (e.g. 20 pieces).
